Being someone who lives within walking distance: they get so slammed, especially during peak restaurant times like Friday/Saturday night, that they can't keep up with the calls. Their reservation system is all paper and calendar-based, and I believe they use the same line to call diners when their table is ready.
If you go and they're busy, their wine bar next door is a good place for an aperitivo while you wait for a table.
Short of them getting a phone tree - if you go to the voice mail box, listen to it.
If it says to leave a message, hang up. They most likely will call you back within ten minutes or so. If they don't, try another call 15 minutes after the first call.
If voice mail is full, hang up. Call back five minutes later. If you don't get through on the third attempt, they're slammed.
In either case, don't leave a voice mail. They're usually so busy that they work the missed call list instead of voice mails.
